I'm not sure about question one without using some third-party software that will allow a PC to read the drive. If you format the drive using the exFAT option then the drive will be readable and writeable by both the Mac and the PC. Of course that depends too on what version of Windows you are using on the PC. Windows 7, 8, 8.1 and 10 will read and write to a drive using exFAT. I'm not sure about Windows XP.
What version of OS X are you using? Thank you very much for your response. I'm on Windows 7. I'd like to try that solution, but the hard drive only appears on the Devices and Printers window, not on My Computer. Any ideas how to deal with that?
